In Laguna Beach, the city puts that pipe squarely on the owner โ you're responsible for it from your house all the way to where it joins the public main, including the connection itself (known as the wye).
When Laguna Beach requires a sewer lateral inspection
Under Laguna Beach Municipal Code ยง17.50.052, an inspection is required when any of these happen:
